I think you need the fuse-exfat package installed, so you should be able 
to mount it after.  This part sounds like you are reinstalling, but the 
next part sounds like you are trying to upgrade.  Which is it?

How are you doing the upgrade?  Just "dnf upgrade" or "dnf 
system-upgrade"?  Either way, you shouldn't go straight from 27 to 30. 
At least upgrade to 28 first.
