(1) Instead of installing alsa-tools (
http://koji.fedoraproject.org/koji/buildinfo?buildID=171016 ). You can
try out mudita24 binaries that should still work with F13 (f12
compiled) or compile your own:

(2) In mudita24 make sure that "multi track rate locking" and
"multitrack rate reset" are not set.  Also switch to the desired clock
rate on the card, i'd suggest 44.1 for the tests below. Then reboot or
totally shutdown and reload alsa (i suggest reboot as the card might
get into a weird lockup w/ the wrong settings). If both not set the
first time you bring up mudita24 after reboot, then you don't need a
reboot. at least my experience is that these settings are "sticky" and
once stuck need a reboot to clear up.

(3) oh... before rebooting :-) make sure you're using and logging into
a totally stock ALSA configuration (move ~/.asoundrc out of the way
temporarily). If you want to use pulseaudio on this card, you MUST
tell it to use the "default" device e.g.
(as listed by "aplay -L")
    M Audio Delta 66, ICE1712 multi
    Default Audio Device
Courtesy of the same ALSA rules that allow default to worj, the SPDIF
inputs and outputs work as well:
    M Audio Delta 66, ICE1712 multi
    IEC958 (S/PDIF) Digital Audio Output

(4) After rebooting, either pulseaudio is working on your 1010LT
(which is a pretty sad use of this card... see if you can relegate it
to your onboard motherboard sound only), or if not, kill pulseaudio
(sudo killall pulseaudio (?))

Then try using one of the standard devices e.g.
"iec958:CARD=M66,DEV=0" to playback a 44.1K 16 bit .wav file, e.g.
$ aplay -Diec958:CARD=M66,DEV=0 file.wav
Playing WAVE 'file.wav' : Signed 16 bit Little Endian, Rate 44100 Hz, Stereo

Do the SPDIF PCM out meters move in mudita24  (use "envy24control
--view_spdif_playback")?? With the appropriate
mixing in "Monitor PCMs" and routing  of digital mix to outs in
Patchbay/Router panel,  you can also send the spdif out sound to your
soundsystem as well. Although if the above worked, "aplay
-Ddefault:CARD=M66,DEV=0" should work to send sound to all the outputs
simultaneously,using "route_policy duplicate" in the alsa configs.
