I narrowed it down to the Qtractor.conf in /.config/rncbc.org
Once this was removed, 0.4.5 worked okay.  I have attached the config
file to this message.

The SVN version (0.4.6) seems to work okay with that config file.

Just to be safe I removed it and let qtractor recreate it.
