What happens if you comment out the line in modules.conf, run depmod -a
and reboot? I think the ata_piix support is now (in the latest kernels)
built into the kernel so the sata controller should be recognized
anyway. Beware, it may not put the drive in the same /dev/sdx device. 

It is strange that the same thing does not happen in the up kernel, both
the up and smp kernels should use the same devices and kernel modules. 

What controller do your scsi devices use?
