I removed the rogue version of apt I had installed and reinstalled the
PlanetCCRMA version, now everything is back to normal and working fine,
I got xmms-mp3 installed and working!

$ rpm --version
RPM version 4.2
$ apt-get --version
apt 0.5.5cnc6 for linux i386 compiled on Aug 17 2003 19:04:40
