[PlanetCCRMA] cold plugging not working with midisport 2x2

Help! I am totally frustrated by my inability to get cold plugging
working on my RedHat 8.0 system. All PlanetCCRMA updates are installed,
all RedHat updates are installed, and system is rock stable with all
audio applications working fine.
I have read documentation, and configured /etc/hotplug as required.
Also, though this is not relevant to this problem /etc/modules.conf is
set up as required and all drivers load fine.
***Hot plugging works just fine. If I disconnect and then reconnect the
MidiSport 2x2 it immediately lights up as firmware is loaded, and the
drivers all load and work correctly. Here is an excerpt from
/var/log/messages showing boot prior to modules dependencies, then
following, and finally disconnect/reconnect:

***However, cold plugging fails to start up this device upon bootup. It
did work with my old RedHat 7.3 configuration, so I have set up and seen
work the process before. Nothing I have tried now produces any response
whatever. The process just doesn't happen, fxload, the usb device whatever.
Thanks for any light that you can shed on this last problem getting
Linux-Audio working completely!
