[PlanetCCRMA] More apt-get confusions.

That means you have not upgraded the apt package yet. Check the version
of apt you currently have installed by typing "rpm -q apt", it should be
0.5.4cnc9. If it is 0.3.x then you do not need (yet) the new apt.conf
file. First upgrade apt and then change the apt.conf file.
