[LAC-19] Updates // Submission Period Over

Good stuff! I'm in the orange category. When I submitted for a paper on
the 20th, there was no link or mechanism for paper upload. I wonder
what I missed? -- maybe some others got bitten. 
Use me as a prototype for post-facto paper upload. How should I
proceed?
