Thanks for the info. I'll change --with-gui to be the same as --with-motif. Motif doesn't have pkg-config support, so it's hard to tell whether Motif is available in advance. But --with-gui is going to be confusing in either case. (I was looking for a Gtk replacement for awhile, then other things intervened).
