[CM] [ANN] New beta of Snd-ls

Snd-ls is a distribution of Snd with more features
enabled than in the default distribution.

Snd-ls is also required for running the San-dysth soft synth
(http://users.notam02.no/~kjetism/sandysth/), and
it is the recommended distribution to use with the
Snd-rt music programming system
(http://archive.notam02.no/arkiv/doc/snd-rt/).

Changes 0.9.8.17 -> 0.9.9.0_beta:
-Updated Snd from 9.3/2007-07-30 to 10.8/2009-08-05.
-Brushed up build system a bit. (might be easier
  to use for package managers now)
