You should just install some gtk-themes from packages in your
distribution. Or install gtk-theme-switch e.g. from here:
http://www.muhri.net/gthemeswitch.php3 to make switching easier.

Gtkrcs can be used for all applications that use the Gtk toolkit.
Gnome in this regard is just one such application, that happens to use
Gtk. Snd is another one. 

(It even is possible to use Gtk-themes in Java apps, as I now found
out: http://freeguide-tv.sourceforge.net/LookAndFeel.html )
