[CM] CLM versions

The *clm-version* variable refers mostly to the run loop -- the
previous versions are listed in cmus.lisp.  I change it when some
major change is made to the lisp->C translator. I almost never make
incompatible changes in the Lisp version of CLM, so there hasn't
seemed to be much need for a fancier version number, but I'll
start renaming the tarball to reflect changes.  I had assumed
the write date was available in the ftp site directory listing.
I don't want to keep old versions around.
