You can install the realtime kernel for Fedora 31 from this copr repo:

https://copr.fedorainfracloud.org/coprs/ycollet/linuxmao/

This will allow you to wait before the real time kernel becomes available on the CCRMA repo.

Fedora 31 was released 2019-10-29. I have been waiting to update because
there is no realtime kernel from PlanetCCRMA yet. Is there any progress
on that? I hope that is available before Fedora 32 which is scheduled
for 2020-04-21.
