(the one from fc22 should work)

I will rebuild the old package, sorry it is missing - as other packages 
probably. What it does (or did, I will not be able to test as I'm on a 
trip) is to give access to realtime scheduling to all users. That is 
deemed extreme and dangerous so beware :-)
