how it goes? as i went all the time out of space, i asked my colleague to 
built kernel-rt from src.rpm i sent him. here is result:

[e-ndy at dhcp-27-58 ~]$ grep PREEMPT_RT /boot/config-`uname -r`
CONFIG_PREEMPT_RT_BASE=y
# CONFIG_PREEMPT_RTB is not set
CONFIG_PREEMPT_RT_FULL=y
[e-ndy at dhcp-27-58 ~]$ rpm -qf /boot/config-`uname -r`
kernel-rt-3.10.10-200.rt7.1.fc19.armv7hl

so it is bootable and with preempt_rt patch :)
