There is no "Windows" or "Settings" menu choice by default. You need to get control-center-extra from one of the rpm repositories, then in Preferences you'll see "Windows" at the bottom. (This kind of dumbing-down is becoming pervasive in Gnome -- I need to find a better window manager).
