Not at hand. I can have a more detailed look in the next few days, but
AFAIR it boils down to maintaining a list of packages for each group
in an XML file and running createrepo with the right arguments.

Yes they would; once the group is installed, you can remove individual
packages without breaking anything.
However, I don't think you can upgrade a group in the same way you can
upgrade a metapackage to add new dependencies.
