Exactly! Our admin was using a RPM database from the full extras repository, while I was sudo 
apt'ing the Planet. The full Extras' new naming convention on fftw and friends tricked us.

We now rolled-back something close to the original starting point - fftw3 + fftw2 (apt-cache 
queries are below): I have the latest octave+family but Planet apps are happy to find the 
required libs to install and run. I really appreciate Fernando pointing out the real cause, 
despite my incomplete description of the problem.

Prior to roll-back I've tried that and it worked (installs fftw3-3.0.1-3 0 and octave 
6:2.1.71-14.fc4).
