This is the best way to do it, IMHO. You want to send announcements to the
discuss list so people can reply if desired. The announce list is for people
that want just news and no discussion. So a person typically subscribes to one
or the other but not both.

If you allow the announce list posting to be replied to then it drifts into
another discuss list.
