Sorry but there's nothing like that available. I doubt it would be
possible to automate the process, specially for the kernel.

Most probably the best - not necessarily the easiest - would be to learn
how to modify the rpm creation file (the spec file) for the packages you
are interested in and create new packages with the patches you want.
