Jack,
I'm sure you're doing your best. It can be a bit confusing the
first time through. People make mistakes. Don't get down on yourself.
I think the steps you need to go through to get this working
(Assuming something you've done hasn't broken things) starts here:

Since you are running FC2 you need to download and install via RPM
both apt and apt-devel. Look under 'Getting the apt rpms'. Go through
the install and configure steps. Notice that you need to get both
sources.list and apt.conf and place them in /etc/apt as per the
instructions on this page.
when all of that is in place and
apt-get update
should direct you to the Planet sources and off you go.
