Thanks for filing the bug. Don't expect a fast response, they are very
busy. I filed a bug report for rpm (it would not let me change the name
of a package and obsolete another in certain conditions) in fc1 and I
think it got solved in fc3...

BTW, there are no tricks that I know of in generating the metadata (what
you call the headers) that apt uses. All the information comes from the
packages themselves, and that is determined from the way the package is
built (ie: the spec file, sources and patches).
