You can start jack with the root account which
dictates that all applications will also need to be
started by root.

If you want to run jack from a normal user account
you'll need to enable capabilities in the kernel--I
assume you're using a 2.4.? series kernel. You can
find instructions for patching the kernel capabilities
in the jack FAQ.
