vdcimager seems to be abale to assemble dvd-v images
(http://www.vcdimager.org/dvdv.phtml) and you can also do it by hand
(http://dvd.chevelless230.com/) but I've never tried it. vcdimager is good
for producing video-cd images though.

Its pretty manual at this point though, if you're looking for a GUI tool
it might be a bit early.
