In my 9 system (which has a full install):

# rpm -q -a -l |grep lupdate
/usr/bin/lupdate
/usr/bin/lupdate3
/usr/lib/qt-3.1/bin/lupdate

# rpm -q -f /usr/bin/lupdate
qt-designer-3.1.1-6

So, try "apt-get install qt-designer"...
