[PhDs] Stanford Stipend increase for next year sucks...

In case anyone wants to get angry, I charted the stipend increase vs.
inflation

It is based on a 50% RA quarterly stipend. We are getting shafted next
year, they only increased the stipends by 2% (as opposed to the typical
~4%). And this is especially bad since inflation for 2022 is sitting at
8.5% and was 7% in 2021 (when we had a 3.25% stipend increase, also bad).

Not sure if there is anyone we can bring this up to, but it's pretty bad. I
also thought about adding in the average on-campus housing cost, but I
don't have that data (and don't want to calculate it all, but I know it
exists somewhere and is also bad).
