[CM] Identify binary plugins

All,

S7 identifies plugins by file extension -- ".so" files are considered
binary, and anything else is assumed to be scheme

The attached patch identifies by ELF header, so there doesn't need to
be any rules about plugin naming. Just thought i'd share
