[CM] Linker error while running Snd 19.7 on Cygwin/Windows

I discovered a workaround---I compile with GTK support and OSS audio, and
the program seems to work fine in batch mode. I didn't test out the GUI
itself yet. But the nice news is that Snd works on Windows!
