[CM] SchemeMosaic

I'm working on some new Scheme code for Snd. It's called SchemeMosaic,
it's intended as a chopping-and-screwing tool for Vaporwave and other
forms of electronic music. It is inspired by Soundmosaic and will
eventually be a complete reimplementation in Snd Scheme, plus new
