i think you may need to get the osc system

export CVSROOT=":pserver:anonymous@commonmusic.cvs.sourceforge.net:/ 
cvsroot/commonmusic"

cvs checkout -P osc

then run

(use-system :osc)

(sc-open) should be available then.
