On the %load-path business, in the current Snd, you can see what
files have been loaded in the 'Help:About Snd' info toward the
bottom -- the variable holding this is 'snd-loaded-files'.

I think the current version of snd_conffile.scm is ok -- you
can check by running

   od -c snd_conffile.scm

and look for \r\n -- it should be just \n.
