[CM] .cl files, ATS and clm

I am not sure if i am doing something wrong but i cannot seem to load =
any .cl files
i compiled an installed clisp 2.88
i untarred teh latest clm-2 and cm-2.3.4
then i=20
(load "all.lisp")
the examples and most the .ins files work fine
but when i try to load=20
(load "/root/CLISP/ATS-1.0/all.cl")
i get an error that there is no EXCL package
i also get that function CL is undefined
which i am sure must be defined to load the *.cl files?
