clm and cmn changes in January

clm runs in akcl on the NeXTStep-Intel platform, currently
using C unit generators; it's not yet very useful because
we can't play the output, but the timing info might be of
interest: clm on the Pentium runs about twice as fast as on the
68040, but still 4-5 times slower than on the 56000.
Other changes involved Mac-related improvements, mostly
courtesy Tobias Kunze.

cmn changes include title spacing; various Mac-related bugfixes;
proportional notation; quarter tone symbols; Ps-level is now
a variable, not a compile-time switch; and the justification
code tries to be smarter about line breaks.
