[mus422] Corrected psychoac.pyc

Hello class,

Some of you have uncovered a few bugs in the provided psychoac.pyc. 
Attached is a corrected version. The version on the website has been 
updated as well.
Main fixes:
* The masking curve now exactly fits the flat top function you were provided
* Minor bug fix in AssignMDCTLinesFromFreqLimits
* Import bug fixed in CalcSMRs
