[mus422] HW4 released & Additional tips and remarks

Hello class,

_HW4 is available on coursework_. This homework is long so please *_try 
to start it early_*. In the homework, you're given a skeleton file for 
psychoac.py, in addition to other files required to run the complete 
coder for the first time.
We also provide you the slide with the spreading function described in 
class by Professor Bosi.
